Currently normals are not drawn in constant shading mode. The crowd
does not concur whether this is a bug or a feature. The arguments:
Feature: normals illustrate how light is used, so no shading = no
normals drawn. Bug: normals good for communicating shape information,
should be separate from shading. 

(In this case, the geometry had its own appearance with constant
shading, but the appearance panel showed the default base appearance
value of flat shading.)
