Note, when adding a directory to the path for finding Xm include files,
the path you mention must not contain Xm itself, since the
#include's in the source files already do.  So if you have Motif include files
in /usr/local/include/Motif1.2/Xm/*.h, you'd use
   -I/usr/local/include/Motif1.2
in SYSCOPTS in makefiles/mk.hp.  Does that explain what you see?

Also, on our HP-UX system at least, the Motif include-files live under
  /usr/include/Motif1.2
rather than /usr/local/include/Motif1.2.  Not sure, but I'll bet that's where
HP puts them by default.  Are yours really under /usr/local/include/Motif1.2?
