We don't have anything very suitable; the closest might be
Brad Barber's qhull convex-hull package, available at
geom.umn.edu in pub/software/geomview.

Other places to look:

Check out the Alpha-shapes package, a sort of generalization of
convex-hulling, allowing for concavities on various scales.
This comes from Herbert Edelsbrunner's group at UIUC.
They offer it for FTP from ftp.ncsa.uiuc.edu as (e.g.)
	 /Visualization/Alpha-shape/alpha-3.0/*

Try Nina Amenta's catalogue of freely-available computational
geometry software, on the web at
	http://www.geom.umn.edu/software/cglist/

Finally, surface-reconstruction seems to be a lively area of
research; there have been papers on it in SIGGRAPH
proceedings for each of the last several years.
This should at least give you contact people.
