If you pick up the new release of geomview at
  ftp://geom.umn.edu/priv/slevy/geomview-161b8-src.tar.gz
you'll find that it includes oogl2vrml.  If you don't need the whole package,
you could set up the makefiles as described in INSTALL,
cd src/lib and make,
then cd back up to src/bin/geomutil/oogl2vrml and make there.
