[ REQ 6155]: Problems with normals on NOFFs

I'm trying to use a NOFF to specify normals on an object and
geomview doesn't seem to be agreeing with what I think it should
do.  Following is a trivial example; it should have normals in
the plane with the triangle.  However geomview shows normals
orthogonal to the triangle and shades it the same as a triangle
without normals specified.  Am I misunderstanding something?
