Well, there's not a convenient way to do that, but you can switch inertia
on and off using simulated keystrokes, with the "rawevent" command.
The keyboard shortcut to toggle inertia on/off is "ui"; to be sure you're
turning it off, probably "0ui" is a good thing to send.  So from GCL, you'd
say

  (rawevent 48 0 0 0 0)  (rawevent 117 0 0 0 0)  (rawevent 105 0 0 0 0)

You could even do this from the command line, with
  geomview -c '(progn (rawevent 48 0 0 0 0)(rawevent 117 0 0 0 0)(rawevent 105 0 0 0 0))'  ...
