Geomview can definitely display this kind of thing, but it can't read this particular file format directly. You'd have to write a converter to transform the data into one of the formats that Geomview can read, but that wouldn't be too much work. You could either convert it to the OFF format, which expects a list of vertices and then the connectivity of the vertices, or a MESH object, which is a rectangular mesh. If you'd like to take a look at what the file formats are before downloading the whole thing, you can look at the two relevant documents through the World Wide Web.
