To be able to compile and link the example programs, you'll need to
install the Geomview source distribution,
	ftp://geom.umn.edu/pub/software/geomview/geomview-src.tar.gz

To build the libraries, you'll need to configure the top-level makefiles
as described in the installation instructions, and then build at least the
src/lib subtree.  (You could compile the entire source tree, but that
generates lots of executables and takes much more disk space than building the
libraries alone.)
