It's a very nice public domain set of C++/tcl libraries with an accompanying book. There's a lot of code for precisely this kind of thing: they've even got a Cyberware format file reader. It would be quite easy to build a reader object for your file format and then use their triangulation code. See http://www.cs.rpi.edu/~martink.
